Registration outside Euskadi

I wanted to sign up for a mobile contract (free flat rate 20). I live in A Coruña and because of the information I see there it seems possible, but when I register as a user and try to enter my address, I can only choose Araba, Bizkaia or Gipuzkoa ... with which I can not give myself high ... Do you

have any solution or I will not be able to register?
